Resident Permit

In some areas of Plymouth, you need a resident permit to park near your home. All vehicles (including motorcycles) parking in a permit zone need a permit. 

Not all properties in a permit zone can get a permit, you must check the exclusion list to see if you’re eligible. 

You will not be eligible for a permit if: 

  • your street is not on the exclusion list 
  • the exclusion list says the property is not eligible 
  • the property has planning permission that would increase the parking needs. Changes that increase parking demand include changing a house to flats. 

If you apply for a permit and are not eligible, we will refuse your application and issue a refund.

Cost

Each permit costs £45 a year. Except vehicles with less than Each permit costs £45 a year. Except vehicles with less than four wheels which are free of charge. 

New or change address

Allow two working days for your application to be processed. You cannot park until you receive a permit activation email.  

Resident parking permits are virtual so there is nothing to display. Officers have handhelds to check a vehicle has a valid permit. 

Renew a permit

Permit holders are responsible for having a valid permit. You can renew your Resident permit up to 2 months before it expires. You'll need your current permit number and PIN. Your permit will be instantly renewed starting when your previous permit expires when you have: 

  • paid 
  • accepted the terms and conditions 

Change of vehicle registration

If you change your vehicle registration, you must update your permit. You'll need your permit number and PIN. Allow two working days for your request to be processed. You cannot park until you receive a permit activation email advising the change has taken affect.

Cancel a permit

If you no longer need your resident parking permit you can cancel it online. Reasons to cancel your permit could be: 

  • you are moving/have moved address 
  • no longer have the vehicle and have not replaced it 

Once your permit has been cancelled you are no longer covered to park your vehicle. Please note that no refund will be made. The permit cost is an administrative fee to cover some of the costs associated with administering and enforcing the permit scheme.

Terms and conditions

  • The permit address must be the permit holder’s sole or main residence where they live for a minimum of four nights a week.
  • Applicants cannot hold a residents permit at more than one address, if a new permit is issued the previous permit will be automatically cancelled.
  • A vehicle cannot hold a residents permit at more than one address, if a new permit is issued the previous permit will be automatically cancelled.
  • The permit holder must be the registered keeper of the vehicle or hold a valid motor insurance certificate covering them as the named or main driver of the vehicle.
  • The vehicle must at all times be roadworthy with valid road tax, insurance, and MOT.
  • The vehicle must not exceed 5.5 metres in length; exceed 3500 kilograms in gross weight or draw a trailer or caravan.
  • It is the permit holder’s responsibility to ensure their vehicle is legally parked at all times. Vehicles must be parked wholly within the bay markings.
  • Plymouth City Council can't guarantee a parking space will always be available.
  • Resident parking permits remain the property of Plymouth City Council at all times, are non-transferable, not refundable, and not for resale.
  • For the purpose of audit a permit holder may be asked to produce documentary evidence at a later date to demonstrate their eligibility.
  • Plymouth City Council will process all information in accordance with the requirements of the Data Protection Act 2018 and the EU General Data Protection Regulation. The authority will use any data collected for the purpose of processing and validating the relevant permit and other associated purposes. We are required by law to protect the public funds we administer. We may share/check this information with other bodies responsible for auditing or administering public funds, in order to prevent and detect fraud. These bodies include other council departments, other public authorities, and other enforcement agencies.
