Baker Associates were commissioned to carry out an assessment of Plymouth's total housing requirement to 2031, to meet the new National Planning Policy Framework requirements. The study tested demographic evidence and related this to the objectives of the Council, the broad economic potential for the area in terms of likely job growth across the sectors present in the city, the capacity to accommodate growth and the achievability of delivering it.
