In August 2004 Alan Baxter and Associates were commissioned by English Heritage South West Region to undertake a Rapid Urban Character Study of Plymouth. The aim of this Rapid Urban Study is to demonstrate how an understanding of the city's heritage can make a positive contribution to future development and regeneration.
