Business parking permits

Business parking permits are intended for staff who require regular and frequent use of a vehicle necessary for the day to day operation of a business:

  • when builders and other trades people carry out works at a property in a residents parking zone where it is essential to have a works vehicle close to the property to access tools and materials.
  • to provide professional care and health worker duties to persons at a property in a residents parking zone.
  • when required to make regular deliveries throughout the day such as a florist or sandwich van.

They are not intended for staff who wish to park close to their businesses for the whole or most of the working day. A business parking permit should not be used for commuter parking or personal use. The use of business permits are regularly monitored to make sure parking reflects compliance with the terms and conditions.

A business parking permit permits allows parking in resident parking bays and shared use bays (bays that can be used by a permit holder and a pay and display ticket holder).

Business Long Stay Permit

Allows unrestricted parking anywhere in the city unless your business address is in a permit parking zone, in which case the permit allows you to park for up to five hours (with no return within two hours) and unrestricted parking elsewhere.

Business visitor parking

Businesses can apply for parking session to allow their visitors to park within their controlled parking zone whilst they are visiting their business address.

£2.20 per parking session

Your permit will not be activated until it has been successfully approved. Please allow up to two working days for your change of vehicle request to be processed. Even though you have applied for permit, you still cannot park until you have received a permit activation email notification. Once your permit has been activated the vehicle details are securely stored so our patrol officers can check a vehicle has a valid permit on their handheld computers. This is a virtual permit so there is nothing to display in your vehicle.

Terms and conditions (Business Short Stay Permit)

  • the permit holder must be an employee at the business address provided and require the use of a vehicle throughout the day to carry out work, professional visits or care to persons at properties
  • the permit must not be used for commuter parking or personal use
  • the business (short stay) parking permit allows the permit holder to park for a maximum of 2 hours with no return within 2 hours to the same zone
  • the permit is only valid in resident parking bays and shared use bays (bays that can be used by a permit holder and a pay and display ticket holder)
  • the permit holder must be the registered keeper of the vehicle or hold a valid motor insurance certificate covering the driver
  • the vehicle must at all times be roadworthy with valid road tax, insurance and MOT
  • the vehicle's gross weight must not exceed 3500 kilograms and must not draw a trailer or caravan
  • it is the permit holder’s responsibility to ensure their vehicle is legally parked at all times. Vehicles must be parked wholly within the bay markings
  • Permits remain the property of Plymouth City Council at all times, are non-transferable, not refundable and not for resale
  • the Council may ask that you produce documentary evidence to demonstrate eligibility
  • Plymouth City Council will process all information in accordance with the requirements of the Data Protection Act 2018 and the EU General Data Protection Regulation. The authority will use any data collected for the purpose of processing and validating the relevant permit and other associated purposes. We are required by law to protect the public funds we administer. We may share/check this information with other bodies responsible for auditing or administering public funds, in order to prevent and detect fraud. These bodies include other council departments, other public authorities and other enforcement agencies.

Terms and conditions (Business Long Stay Permit)

  • the permit holder must be an employee at the business address provided and require the use of a vehicle throughout the day to carry out work, professional visits or care to persons at properties
  • the permit must not be used for commuter parking or personal use
  • when the registered business address of the permit holder is outside of a permit parking zone then the business (long stay) permit allows unlimited parking in resident parking bays and shared use bays (bays that can be used by a permit holder and a pay and display ticket holder)
  • allows unlimited parking within residents parking zones with exception to the zone of the registered business (if applicable). Within the zone of the registered business the permits are limited to a maximum stay of five hours with a no return period of two hours.
  • the permit holder must be the registered keeper of the vehicle or hold a valid motor insurance certificate covering the driver
  • permits remain the property of the council at all times, are non-transferable, not refundable and not for resale
  • the vehicle's gross weight must not exceed 3500 kilograms and must not draw a trailer or caravan
  • it is the permit holder’s responsibility to ensure their vehicle is legally parked at all times. Vehicles must be parked wholly within the bay markings.
  • Plymouth City Council cannot guarantee a parking space will always be available
  • permits remain the property of Plymouth City Council at all times, are non-transferable, not refundable and not for resale
  • the Council may ask that you produce documentary evidence to demonstrate eligibility

  • the business visitor permits are for use only by person(s) visiting the business address and must not allow their visitors or staff to park for the purpose of commuting
  • business visitor permits allows visitors up to 2 hours parking in resident parking bays and shared use bays (bays that can be used by a permit holder and a pay and display ticket holder) in the zone of the registered business
  • these permits are virtual so there is nothing to display in your vehicle
  • It is the permit holder’s responsibility to ensure their vehicle is legally parked at all times. Vehicles must be parked wholly within the bay markings
  • all types of visitor permits remain the property of Plymouth City Council at all times, are non-transferable, not refundable and not for resale
  • the Council may ask that you produce documentary evidence to demonstrate eligibility
