Climate Emergency Planning Policy and Guidance document consultation

The Climate Emergency Planning Policy and Guidance document sets out exactly what all new development should do to make sure that it can adapt to the challenges of climate change. This document is for anyone submitting a planning application, whether it is for an extension to their home, new employment development or new homes.

We need your help to test these proposals. We want your views on whether they are ambitious enough, and if you think they will work. If you think there are better ways we can address the climate emergency in new development, we want to hear from you.

Visit our climate emergency planning policy and guidance page for more information and to make a comment.

Developer Contributions Evidence Base

The Developer Contributions Evidence Base document has been updated to use the latest available national build costs for education, health and sport. This companion document updates the formulas and calculations used to determine the contributions required for mitigating the impact of development. It has been endorsed by the JLP Partnership Board and will be used with immediate effect to guide the negotiation of Section 106 Agreements. Its use is subject to transitionary arrangements that recognise schemes currently within the planning process may have already concluded negotiations on the current methodology

SPD reference: DEV7-DEV9

Change: The Government has introduced a new type of affordable housing product, known as First Homes. From 2022, we could expect at least 25 per cent of affordable homes delivered through planning obligations to be First Homes. To count as a First Home the dwelling must be sold to a first time buyer for at least a 30 per cent discount against the market value and the first sale will not be higher than £250,000. Further guidance is also available in the Written Ministerial Statement. We will monitor interest in, and delivery of, this new product and continue to negotiate the most appropriate mix of housing types to meet local needs across the JLP area. This will be done in line with our flexible policies and the adopted Supplementary Planning Document (SPD) below. We recognise that this new national policy is a material consideration in the decision making process

In addition to the SPD, there are two companion documents which have also been adopted to support the guidance within the SPD:

Download Developer Contributions Evidence Base [PDF, 1.26MB]
Which informs Section 12 of the SPD and presents methodologies used to calculate the value of developer contributions required to mitigate the impacts of new development proposals on key infrastructure provision.

Download Traditional Farm Buildings: Their Adaptation and Re-use (Barn Guide) [PDF, 7.46MB]
Which aids developers looking to adapt or re-use traditional farm buildings.
