Update on Napier Terrace car park upgrade

The middle level of the Napier Terrace car park, off Mutley Plain, has been temporarily closed while major refurbishment works take place.

The upper (surface) level has been closed since work got under away on 11 April and we had always planned to close the middle level from 22 May, when the upper level is due to be resurfaced.

However, the initial repairs have been dislodging some loose material from the ceiling below so we have temporarily closed the middle level to ensure public safety and prevent any vehicle damage.

It will reopen on Saturday 29 April, before closing again as planned on 22 May.

This means that until Saturday 29 April the lower level, which is reserved for season ticket holders only, is the only one that is open. In the meantime shoppers and visitors can continue to use the nearby Mutley Barracks car park or park on-street either side of Mutley Plain (where restrictions allow).

Napier Terrace is the first of five multi-storey car parks to be upgraded to prolong their lifespan and give drivers a safer, more pleasant welcome. The improvement works there include:

  • a replacement of the expansion joints on the top level, along with complete resurfacing and waterproofing
  • concrete repairs and sealing to the lower levels
  • new LED lighting and upgraded electrics
  • improved general décor, with newly painted ceilings
  • better CCTV cameras and coverage
  • new security fencing and roller shutters
  • more spaces for blue badge holders
  • more electric vehicle charging points
  • larger bays
