South West Devon Waste Partnership

The Partners

The South West Devon Waste Partnership (SWDWP) was established in 2008 under a joint working agreement between Plymouth City Council, Devon County Council and Torbay Council to provide a disposal route for residual waste (which is the waste that is left, once all efforts to reduce and recycle have taken place), from the partnership area that avoided landfill and reduced our carbon impact, whilst being reliable and economical.

The Solution

After detailed consideration, the Partnership concluded ‘Energy from Waste’ (EfW), which is a process of taking waste and turning it into a usable form of energy. The Partnership awarded the Residual Waste Contract to MVV Environment Ltd (MVV), a subsidiary of a German company specialising in waste management, district heating and energy, to build, maintain and operate an Energy from Waste Facility with Combined Heat and Power (CHP), where both heat and electricity is gainfully used, making the solution highly efficient.  

The Devonport EfW CHP Facility

The EfW Facility at Devonport, based next to the North Yard, reached full Service Commencement in September 2015 and is permitted to process up to 275,000 tonnes of residual waste each year and provides heat and power to Devonport Dockyard.

The facility has a purpose-built visitor centre, and MVV offer a range of activities including site tours, technical presentations, workshops and an Education Programme for schools. View the full details on available activities and how to book.

Other Information

The SWDWP Joint Committee holds an annual meeting in Plymouth, which is open to the public and involves councillors and key senior officers from each authority. Dates, agendas and previous minutes can be found on the Plymouth City Council committee meeting page.
