Head of Finance (Deputy S151 Officer)

Reporting to the Service Director for Finance (S151 Officer) you will form a pivotal part of the Council’s senior Finance department, working closely with and deputising for the Service Director for Finance (S151 Officer), and working on all aspects of finance with elected members and the wider senior leadership team. You will lead a strong finance team and ensure that the services delivered are fit for purpose and offer value for money. You will be supporting the Service Director for Finance (S151 Officer) to provide strong and robust constructive challenge and support to a wide range of services to manage a reduction in both demand and costs. This role is essential in helping the Council to manage its finances and deliver on its priorities given the on-going financial challenges faced within local government.

It is essential to hold strong experience in leading engagement programmes; this role will have responsibility for the financial management of the Council’s Capital Programme, as well as manage the annual Statement of Accounts production and Treasury Management policies. Working with and supporting the current Service Director for Finance and S151 Officer, this role also presents a potential developmental opportunity for progression to that position and to S151 Officer by April 2025.

Service Director – Children, Young People & Families (CYPFS)

Reporting to the Director of Children’s Services, you will act as the principal policy and professional advisor on the children, youth and families matters to Directors, the Chief Executive and Members, as well as lead on the development and implementation of the Council’s strategy for commissioned services for children, youth and families, alongside health agencies and the Director of Integrated Commissioning. 

You will be a credible and trusted leader who can inspire teams and the workforce to place children, young people and their families at the heart of service delivery.
