Plymouth Safeguarding Adult Partnership (PSAP) Business Plan 2021 to 24 has been designed to be an organic, developmental document, able to react to issues highlighted by partners or identified by data monitoring. It will be the work plan of the Assurance sub group (ASG) and inform the agenda of the Executive Group meetings and recommendations to PSAP.

1. Strategic Priority: Prevention

1.1 Aim

Ensure that individuals are robustly safeguarded as they move from adolescence to adulthood.

Action required

  • review of related systems and processes, learn from example cases
  • to continue to engage with Safer Plymouth (SP) and Plymouth Safeguarding Children’s Partnership (PSCP) to ensure strategic working and shared agendas
  • ensure transition processes support practitioners to work with colleagues across children and adult services so there is robust information sharing and care planning

Expected impact

Assurance gained that as young people move into adulthood their needs are met and they are safeguarded.

Achievement

Local work underway including following guidance in 'Bridging the Gap: transitional safeguarding.’ Links to related Commissioning activity. Operational cross-service 16+ meetings and transitional safeguarding work continues.

1.2 Aim

Ensure that individuals leading complex lives are safeguarded.

Action required

  • gain assurance from partners that those with complex lives who are at risk of or are experiencing abuse or neglect are identified, and receive support from services that are tailored to their needs, avoiding duplication or gaps in service delivery.
  • partners to provide assurance that staff have the training, skills and resources to work with individuals leading complex lives to reduce their risk of abuse and/or neglect.

Expected impact

Assurance gained that there is multi-agency awareness of the issues, application of a Trauma Informed approach, and that practice adapts to meet the need.

Achievement

Strong working relationship with the Alliance established, complex cases continue to be raised to Creative Solutions Forum. To be included in the annual partners’ assurance assessment to be reported at Jan 2024 PSAP meeting.

1.3 Aim

Ensure that those with care and support needs who experience domestic abuse are safeguarded.

Action required

  • link to work by the DASV/VAWG sub group of Safer Plymouth to support implementation of the requirements of the new Domestic Abuse Act 2021 as required
  • link to and support work for DHRs and ensure learning is shared as appropriate

Expected impact

  • stronger links forged across shared agendas, and increased awareness of the particular issues for those with care and support needs
  • PSAP is assured partners are informed of and engaged with implications under the legislation

Achievement

Links established to the DASV/VAWG sub group of Safer Plymouth; agreement to take a joint partnership approach going forward. Regular meeting attendance and input from Plymouth City Council operational safeguarding team.

1.4 Aim

Ensure the safeguarding needs of homeless people are recognised and responded to.

Action required

  • engage with the Homelessness Prevention Board and PCC Complex Lives work
  • ensure partner agency and related work in other partnerships’ awareness of recent guidance on Safeguarding and Homelessness
  • gain assurance from partners that practitioners recognise the safeguarding needs of homeless people

Expected impact

  • appropriate safeguarding referrals are made for those who are homeless including referrals to SAR subgroup when appropriate
  • assurance gained that specific issues are recognised and addressed city-wide

Achievement

Link established to the Homelessness Prevention Board, input given to the consultation on proposed delivery plans. Agencies working with the issues of homelessness from the Plymouth Alliance were invited to attend a PSAP meeting and partners agreed to support them in their plans to tackle homelessness in the city.

1.5 Aim

PSAP has financial stability and sufficient resources to support the safeguarding system.

Action required

regular budget overview and discussions with funding partners

Expected impact

The safeguarding system is based on and responds to principles, learning and innovation. PSAP can gain assurance and respond as required.

Proposed 2022 to 2023 budget agreed, statutory partners’ contributions agreed.

2. Strategic Priority: Engagement

2.1 Aim

People and communities in Plymouth are engaged in the best way with the safeguarding system.

Action required

  • PSAP continue to commission Living Options Devon (LOD) to provide a road map for effective engagement and information for scrutiny
  • People who have had experience of safeguarding informs the work of the PSAP, and are supported to feedback to LOD

Expected impact

People are aware of safeguarding issues and PSAP’s work is informed by people’s views.

Achievement

Engagement Project regular update presentations to PSAP meetings. PSAP engagement process reviewed and included in project workplan. Links made to PCC Community Empowerment plans and Health and Wellbeing Hubs across the City.

2.2 Aim

Information on adult safeguarding is accessible to the public and professionals.

Action required

  • review current information and ensure it is able to be read, received and understood by the individual or group for which it is intended
  • consider if information needs to be provided in an alternative to standard printed English

Expected impact

  • wider awareness of adult safeguarding information and referral routes
  • assurance that PSAP related information meets the requirements for accessibility

Achievement

Accessibility audit of all PSAP information completed. Safeguarding awareness videos commissioned and completed to be launched Nov 2023

3. Strategic Priority: Learning

3.1 Aim

Ensure that frontline staff across agencies have the confidence and competence to meet the safeguarding needs of the people of Plymouth.

Action required

  • request partners provide assurance regarding workforce learning needs
  • review PSAP Learning & Development Competency Framework with related requests to partners
  • consider training as a subject for future Quality Assurance audit, and inclusion in partner self-assessment

Expected impact

PSAP is assured that the workforce is appropriately trained to identify and respond to safeguarding concerns.

Achievement

Draft PSAP Learning and Development strategy agreed, further development underway.

4. Strategic Priority: Assurance

4.1 Aim

Ensure that safeguarding practice is robust across the system and learning is embedded into practice.

Action required

  • establish a quality assurance framework that utilises a range of methods to evidence learning implementation
  • develop an audit cycle, subjects identified by partner issues/data trends
  • learning events will be developed to reflect on findings and improve practice

Expected impact

Practice and recording is improved to ensure adults at risk are safeguarded.

Achievement

Quality assurance mechanisms reported to PSAP. Second audit completed and multi-agency response work underway. Task and finish group in planning. Scoping underway for the next audit.

4.2 Aim

Publish the PSAP annual report.

Action required

Compile and publish the Annual Report within three months of year end, informed by the assurance cycle and partner contributions.

Expected impact

  • statutory requirements are met
  • senior staff in partner organizations and the wider community  are aware of PSAP performance

PSAP Annual Report 2021-22 published and circulated. Planning and collation for annual report 2023 - 2022 in planning

4.3 Aim

To ensure a meaningful PSAP partner assurance process is in place.

Action required

  • PSAP Assurance sub group to design the assurance assessment process for partner agreement and circulation
  • returns to inform the Business Plan and audit work

Expected impact

PSAP has assurance that partners have appropriate systems in place to support the safeguarding system.

Achievement

The assurance assessment format and content have been reviewed, other models researched and design is underway. Returns to be analysed and reported at January 2024 meeting.

4.4 Aim

Safeguarding data informs the safeguarding system and practice.

Action required

continue to develop the performance data dashboard to include all relevant demographic and geographic indicators

Expected impact

Data compiled from PSAP partners gives insight and assurance to preventative practice.

Achievement

Quarterly dashboard format established. Analysis of trends and patterns have and will continue to identify ongoing assurance audit subjects

4.5 Aim

Develop and maintain a PSAP risk register.

Action required

Draft and report to Exec Group. Review annually.

Expected impact

PSAP awareness of related risks and suggested actions to address.

Achievement

Risk register completed and endorsed by PSAP Exec Group. Regular reviews by Assurance sub group, additional areas and any increase in risk to be escalated to PSAP Exec Group.


4.6 Aim

Maintain a review calendar for PSAP documentation and related local documents/agreements

Action required

  • Set up calendar reminders and raise on ASG meeting agendas.
  • Request updates from section leads before scheduled review of Business Plan

Expected impact

Ensures current issues are monitored and raised to Exec Group/PSAP Governance assurance.

Achievement

Review calendar created Sept 22, each document or related guidance with an appropriate review timeline.
