Sharon Muldoon to leave Plymouth City Council

Sharon Muldoon, Strategic Director of Children’s Services at Plymouth City Council, has announced she will be leaving the Council on 1 September for personal reasons.

Sharon joined the Council twelve months ago and she has been focused on transforming the department. She has made significant changes to improving outcomes for children, young people and their families by modernising education and children’s services and addressing issues raised by Ofsted. 

However, she is confident that thanks to the foundations that have now been laid, improvements to the service will continue to improve as our changes take hold.

Sharon said: “This has been a really tough decision and I am moving on with a very heavy heart. But, for personal reasons, I am unable to continue at Plymouth.

“I am really proud of what we have achieved over the past twelve months. I have been overwhelmed by the passion and commitment of everyone in my directorate. They have embraced the challenges and really stepped up. They truly are all stars.

“I would also like to recognise partners – from schools, to local organisations and the voluntary sector – everyone has a relentless focus on improving the lives of children and young people.

“There is now a clear improvement plan to transform services. The foundations are well and truly set. The Council has the support from the Department of Education and will continue to be supported by our sector lead improvement partner - Dorset Council.

“Things are improving. Over the past twelve months we have stabilised the number of children and young people who enter care, we have reduced the number of children in unregistered placements, we have secured millions of pounds to open new Family Hubs, and we now have Early Help Teams operating in localities across the city to provide more effective family support sooner.

“Over the next 12 weeks we will continue to drive our improvement plan. And whilst I am sad that I won’t be able to continue my Plymouth journey, I am confident that things will continue to improve into the future and move forward at pace.

“I would like to thank everyone in Plymouth who has made me feel so welcome. This city really is a special place and I know that I will watch on from my home in Northamptonshire with fondness.”

Tracey Lee, Chief Executive, added: “I know that many people will be surprised by this unexpected announcement. Sharon has become a vital member of our senior leadership team and she will be missed.

“Things are certainly starting to change thanks to Sharon vision, commitment, passion and tenacity. I would like to thank her for everything she has done to put us on a positive trajectory for the future.

“We are committed to continue pushing forward with the work she started.”

Work will now commence to recruit an interim Director of Children’s Services, whilst a permanent replacement is advertised.
