PSAP Strategic Priorities 2022 to 2025

Our statement: Partnership provides the strategic platform for us to be committed to ensuring improvements in the safeguarding of adults at risk of abuse, neglect or exploitation by assurance, challenge, support and learning.

Our Principles: Empowerment, prevention, proportionality, protection, partnership, accountability.

Prevention

Ensure PSAP partners are encouraged to take opportunities to work in preventative ways to minimise abuse, neglect and exploitation of adults at risk.

Promote a culture of collective accountability and respectful challenge aimed at implementing preventative strategies and systems.

Engagement

Ensure adult safeguarding information is co-produced and communicated appropriately through a range of approaches and formats.

Local people with care and support needs and their carers are engaged to provide assurance and feedback on their experience of safeguarding

Assurance

Leadership focused on personalised practice, a whole system approach across and within organisations.

Continued analysis and assessment of outcomes of multi-agency practice, including intervention where safety and quality is compromised.

Learning

Provide learning activity which demonstrates improvement in the outcome and experience for the person, safeguarding practice and multi-agency working.

Support a culture of continuous learning and improvement with access to a wide range of learning disseminated through a range of methods

Structure

PSAP Structure 2022

Plymouth Safeguarding Adults Partnership (PSAP)

A group of agencies working collaboratively to oversee and coordinate the effectiveness of adult safeguarding arrangements across our community

Executive Group

Chair: PSAP Independent Chair

Membership: Local Authority, Police, NHS Devon Integrated Care Board (ICB), Sub Group Chairs

Function: Co-ordination of sub groups, Governance and daily business of the Board, Embed and promote the strategic priorities, Oversight of Business Plan.

Safeguarding Adult Review Sub-Group

Chair: LA Safeguarding Team Manager

Membership: PCC Strategic Safeguarding Lead, I C B , Police, other partners as appropriate.

Function: Receive and consider SAR referrals, management of SAR process and process to embed and monitor learning

Assurance Group

Chair: PSAP Vice Chair.

Membership: LA, police, NHS Devon Integrated Care Board (ICB), other partners as required.

Function: Monitor data, trends and national benchmarking information, manage assurance cycles,
multi-agency case audits, review strategic priorities, oversight of training delivery, co-ordinate task and finish groups as required, report
to the Executive Group and PSAP.

Participation and Engagement Sub-Group

Co-Chairs: PSAP Vice Chair, LA Safeguarding Team Manager.

Membership: LA, Wellbeing Hubs, Engagement Project Provider, community organisations and networks, other partners as required.

Function: Oversight and evaluation of the engagement project, tailored training delivery and multi-agency engagement, cross sector outreach, report to Executive Group and PSAP.
