A great organisation needs great leadership

Our leaders at all levels of the organisation should be highly skilled and reflect our values. They lead by example, exhibiting the behaviours we wish to see from all of our people. We need leaders for different purposes and we need to prepare leaders for the future.

The planned activities to help us achieve this theme are:

Develop a peer-support network of leaders

We seek to launch our women's mentoring scheme for the Council and ongoing engagement is in place to recruit for this programme.

Explore available programmes and academies

The Council is committed to equality and achieving the outcomes set out in the EFLG. We use the Equality Framework for Local Government (EFLG) to benchmark and guide our equalities, diversity and inclusion work, including our annual equality, diversity and inclusion action plan.

This year we have participated in several conversations with the LGA and our peers around equality. We use the insight gained to help ensure that we follow best practice. We will be developing our new member training offer and we aim to co-design this product.

Implement mentoring scheme for first-line managers

We intend to launch a first-line managers mentoring scheme for the Council during 2023.

Review management fundamentals

We are considering whether to run a further cohort of management fundamentals training during 2023/24.

Develop our managers

We have our first cohort of chartered managers and senior leaders studying their apprenticeships in partnership with the University of Plymouth. We will undertake a review of this programme before agreeing another intake.

Deliver an employee behaviour framework

We have a behaviour framework in place for our chief officers, and we will launch our employee behaviour framework during 2023/24.

Deliver Our Leaders Programme

Our leadership framework has been approved and is becoming embedded in our APR process. Our Leaders’ Programme is made up of four areas of development with ongoing implementation. Equality and Diversity training has launched and continues to be rolled out. During 2023/24 we will focus on Officer and Member relationships, and Coaching developing self and others.

Annual Health and Safety Report

We will continue to publish our annual health and safety report for each financial year. We regularly review all of our health and safety guidance to ensure that it is compliant with the Health and Safety Executive and other regulations.

New Incident Management System 'SHE Assure' was rolled out across the Council and completed at the end of 2022. Moving forward into 2023/24 new modules will be piloted and implemented.
