Before you become a licensed you need to pass a driving standards test. If you are applying for a Hackney Carriage license you will also need to pass a Knowledge of Plymouth test.
Driving Standards Test
This test can be taken up to 3 times. If you fail the test for the 3rd time, do not make a further application. Email [email protected] and a Taxi Licensing Officer will contact you to discuss the matter.
Before you pay for your driving test you must have:
- attended your new driver appointment
- completed your application form
- received your welcome letter

What to bring to your test
You need to bring:
- the welcome letter
- receipt of payment
- driving licence
- Sat Nav system (secured in a cradle)
if you are using your own car, the examiner needs to see a valid MOT certificate and proof of car insurance.
Driving test part 1
The examiner will ask you questions from the ‘question bank’. You will usually be asked:
- 2 customer care questions
- 2 highway-code questions
- 2 mechanical principles questions
- 5 traffic signs questions
If you get a question wrong, it will be recorded as a minor driving fault.
If you get 6 questions wrong, it will be recorded as a serious driving fault and you will fail the test.
Question (Q). Amongst your passengers is a child under fourteen years old. Whose responsibility is it to ensure the seat belt is worn by that child?
Answer (A). The driver’s.
Q. Identify where you would check the engine fluid levels for brakes, power steering, engine water engine oil and windscreen washer?
A. All normally located in the engine compartment.
Q. Tell me how you would check the fluid level of the engine water cooling system?
A. To check, look at the container which is semi-transparent and note the level. Top up if necessary.
Q. You have taken a longer route than normal, the passenger realises this and complains. How can you resolve this situation?
A. Offer the passenger a reduced fare.
Q. Tell me how you would check the brake lights are working on this vehicle?
A. Apply a weight to the footbrake pedal, go back and check, or ask someone to check while I press the pedal, or apply the pedal and use a reflection in glass.
Q. Tell me how you would check the brakes are working before starting a journey?
A. Apply the footbrake pedal whilst stationary to gauge the pedal pressure. If safe, roll the vehicle slightly and apply the footbrake.
Q. Tell me how you would check the tyres to ensure that they have sufficient tread depth and that they are safe to use on the road?
A. Use a tread depth gauge to check the tyre has at least 1.6 mm of tread. Use a pressure gauge for the pressures, and look at them to ensure there are no obvious cuts or bulges.
Q. Tell me how you would check the power assisted steering is working before starting a journey?
A. With engine running turn the steering wheel to assess the ease of operation. If the steering is heavy, check the power steering reservoir and top up if necessary.
Q. Show me how you would check the headlights and tail lights are working?
A. Turn the side lights and headlights on and walk round and visually check.
Q. Show me how you would check the direction indicators are working?
A. Turn the indicator switch on and walk round the vehicle and visually check.
Q. Show me how you would check the horn is working (done off road only)?
A. Press the operating switch or button as fitted to your vehicle.
Q. Show me how you would check the handbrake for excessive wear?
A. Release the handbrake and re-apply to find out if the lever rises above four clicks.
Q. A passenger has difficulty in engaging the clip for the seat belt and asks for help. Which side of the passenger do you work from?
A. From the side where I do not have to lean across the passenger.
Q. What is the overall stopping distance?……. ( a distance will be asked by the examiner relative to that stated in the Highway Code)
A. Answer should be in line with information on stopping distances in the Highway Code
Q. What are the rules relating to the yellow box junction?
A. Do not enter the yellow box unless your exit road is clear. You may enter and wait only if you intend to turn right.
Q. What is the first thing you are required by law to do if you are involved in an accident?
A. Stop and exchange details with the other driver(s)
Q. A passenger is taken ill and needs hospital attention. What is the quickest means of getting help for your passenger?
A. Use a phone to call control using taxi radio to call for an ambulance, giving your exact location.
Q. Under what circumstances can large items of luggage are stowed in the passenger compartment?
A. At no time. All large items of luggage should be stowed in the luggage compartment.
Q. Under what circumstances could radio communication be used whilst driving?
A. For emergencies with regard to passenger illness or road traffic accidents.
Q. You see a flashing amber light at a pelican type crossing. What does this mean?
A. Proceed if the way is clear.
Q. Why is it sensible to leave a good gap between you and the vehicle in front when stationary in traffic?
A. Any of the following are acceptable answers,
- To be able to drive off if the vehicle in front breaks down.
- To avoid front end damage with the vehicle in front after a rear end shunt.
- To be able to drive off if confronted by an attacker at the window.
Q. I would like you to assume you are training for or have changed from Private Hire to Hackney Carriage. Your passenger is wheelchair bound and needs assistance in boarding your vehicle. What is the procedure and what safety measures should be undertaken once the passenger is on board?
A. Park with the nearside door closest to the kerb. Ensure the cab door is fully open. Unload the wheelchair ramps and place them securely into their fixings. Check the ramps for stability and load passenger into the passenger compartment. The wheelchair brakes should be applied and the passenger and wheelchair secured using the safety belts and fixings in the vehicle.
Q. What is your main concern as the driver of a fare paying passenger carrying vehicle?
A. The safety and comfort of my passengers.
Q. You are called to pick up a partially sighted passenger, what considerations should you make?
A. The passenger may have difficulty in locating the car; I would ask them if they required assistance.
Q. Your passenger has difficulty with hearing and either does not hear or misunderstands the fare you have quoted. How can you resolve the situation?
A. I would bring the meter display to their attention or write down the fare on a piece of paper.
Driving test part 2
You will be asked to carry out the following manoeuvres:
- reverse around a corner to the left
- turn the car in the road
Driving test part 3
The examiner will ask you to follow directions from a sat nav. You will drive to venues chosen from the Council’s venues list and to streets or routes chosen from the knowledge test list. You will then return to Citybus, Milehouse by Sat Nav or the shortest route. When you return to the test centre you will be told if you passed or failed your driving test.
All newly licensed drivers must complete a qualification in 'Transporting Passengers by Taxi and Private Hire' (or equivalent qualification) within 12 months of being issued a licence.

Knowledge of Plymouth test
If you are applying for a Hackney Carriage Driver license you need to pass the Knowledge of Plymouth test. Private hire driver applicants do not need to take the test.
The test will take no more than 2 hours. Arrive 15 minutes before the test is due to start, late arrivals will not be accepted.

Test conditions
Before the test starts the examiner will explain the rules of the test.
You are not allowed any items on you or around the table.
You will be monitored through the test, anyone talking or thought to be cheating will fail the test.
Test paper
The test is scored out of 100. The pass mark is 85%. The paper is set out as follows:
Section A
This section asks you to identify 20 venues or points of interest (street names). Each correct answer is worth one mark. Half marks may be awarded for partially correct answers. This section is worth a total of 20 marks.
Section B
This section has 15 questions and is worth a total of 60 marks.
You will be asked for the most direct route from one place to another. You will need to name each street, road and raised roundabout you'll need to take.
Each question is worth 4 marks for a correct answer. Half a mark may be awarded for missing roundabouts or Roads/Streets.
Section C
This section has 20 questions and is worth a total of 20 marks. The questions cover a range of work related issues such as taxi law and conditions of licence. Each correct answer is worth one mark. Half marks may be awarded for partially correct answers.

- Can a private hire driver call his operator and make a booking for a customer by using their vehicle’s radio system/data pad or their personal mobile phone?
- You are a private hire driver and a customer asks you if they may borrow your mobile phone to call your office and book a journey. What do you advise the customer?
- It is an offence for a private hire driver to carry passengers that have not pre- booked with their licensed operator. What else in regards to the vehicle would be greatly affected by taking a passenger without a booking?
- All licensed vehicles need to be insured for either private or public hire (depending on their use). Where does a copy of the insurance need to be kept in accordance with the conditions of the vehicle licence?

- How long is given to a licensed driver to inform the licensing office that they have been involved in an accident or sustained vehicle damage that effects the safety of the vehicle or comfort of passengers?
- Hackney carriage ranks are restricted to a number of vehicles permitted to wait for hire and their hours of operation may also be restricted. If a rank is fully occupied on arrival, or it is outside of its operating hours, what must the driver do?
- Can a hackney carriage driver be flagged down or hailed, and pick up a fare outside of the Plymouth area?
- What does the law say you should do with your council driver badge when you are working?
- Can you work and carry passengers using a space saver tyre?
- Taxi licensing introduced a Driver Penalty Points System in 2018 as a way of enforcement for low level offences. How many points can be accumulated over a rolling period of 3 years, before a driver will be subject to a review of their licence?
- Under the Equalities Act 2010, drivers of designated wheelchair accessible vehicles have certain duties placed on them. Name 3 of those duties.

You can re-sit your test but you will need to pay for it again.
You must pass your test within 3 attempts. You will not be able to re-sit the test after 3 failures unless you can show how you intend to improve.
