What is a local cycling and walking infrastructure plan (LCWIP)?
It is a plan identifying physical cycling and walking improvements needed to increase levels of active travel. The plan is included in the action plan of the statutory, national, Cycling and Walking Investment Strategy (CWIS) which was published in April 2017 with a revised Strategy (CWIS2) published in July 2022.
What’s included in a local cycling and walking infrastructure plan?
A local cycling and walking infrastructure plan includes:
- a network plan for walking and cycling which identifies preferred routes and core zones for further development
- a prioritised programme of infrastructure improvements for future investment
- a report which sets out the underlying analysis carried out and provides a narrative that supports the identified improvements and network.
It does not include specific designs for proposed interventions, detailed financial information, or timeframes for delivery. It also does not set out supporting behaviour change interventions: in Plymouth these are being delivered through the Plymotion programme.
Plymouth’s local cycling and walking Infrastructure plan
Our LCWIP covers the Plymouth Policy Area (PPA) of the Joint Local Plan.
The Plymouth Policy Area incorporates the administrative area of Plymouth along with Plymouth’s Urban Fringe.
It was chosen as the boundary of the LWCIP because of the potential for walking and cycling trips in this area.
Due to the size of the area the development of Plymouth’s LCWIP will be phased, with the intention being to add new routes each year.
The LCWIP is our live network delivery plan for walking and cycling infrastructure.
Consultation
Consultation on the first draft local cycling and walking infrastructure plan ran from 31 August to 8 October 2021. Thank you to everyone who took part in the consultation.

Local Cycling and Walking Infrastructure Plan 2022
Work on progressing the second local cycling and walking infrastructure plan (LCWIP 2022) commenced in late 2021. This work has delivered an additional four cycling routes to be added to the network delivery plan. A copy of the final report is available at the link below. Consultation
A consultation on the 2022 local cycling and walking infrastructure plan (LCWIP 2022) was conducted between Monday 14 March and Friday 20 May 2022. The feedback received through the consultation was reviewed and the consultation report can be downloaded here.

LCWIP Composite Map
The Network Plan for Walking and Cycling (our Composite Map) is a single reference point for active travel routes the Council has aspirations to develop. It therefore satisfies the LCWIP requirement for ‘a network plan for walking and cycling which identifies preferred routes and core zones for further development’.
