Disclosure and Barring Service (DBS)

The Disclosure & Barring Service (DBS) was launched on 1 December 2012, when the Criminal Records Bureau (CRB) and Independent Safeguarding Authority (ISA) merged to become a single organisation called the Disclosure and Barring Service (DBS).

The DBS is responsible for processing requests for criminal records checks as well as checking the DBS children’s barred list and adults’ barred list for eligible roles. The DBS also has responsibility for deciding if a person should be placed on or removed from a barred list for England, Wales and Northern Ireland.

Plymouth City Council has a duty of care to protect the well-being of the people of Plymouth and, in particular, those groups or individuals in its care who are considered to be especially vulnerable or at risk, such as children, older people and those with disabilities. We will take every step to ensure that our employees, volunteers and contractors who work with, or otherwise come into contact with, these vulnerable groups are suitable to undertake the work.

The statutory guidance for the vetting of school staff and volunteers is on the GOV.UK website.

The following documents are policies and procedures that provide information and guidance for schools on the checking processes for Disclosure & Barring Service (DBS) certificates in line with the Code of Practice.

The Council’s Lead Signatory is the Assistant Director, Human Resources and Organisational Development.

The Council’s Local Authority Designated Officer (LADO) is the Safeguarding Business Manager.
