A38 Manadon Interchange

About the scheme

The A38 Manadon Interchange is a fundamental piece of infrastructure on the road network within Plymouth and forms part of our Strategic Road Network (SRN).  It is the largest on the A38 Devon Expressway and forms a key interchange point between the A386 Tavistock Road and the A38 

The junction is not just vital to movement across the city, but also in providing connectivity to the wider region and UK.  

Manadon Interchange is located at the point where the A38 (part of the Strategic Road Network, SRN) meets the busy A386 Tavistock Road, which provides the main access route to regional employment and medical centres located in the north of Plymouth, including Plymouth Science Park, Plymouth International Medical and Technology Park, Derriford Hospital and Plymouth Marjon University.  It also links to Outland Road, which is a key route which links to the City Centre, Plymouth Port, the Royal Naval Dockyard in Devonport, and the Oceansgate Enterprise Zone.  

Connecting both the east-west and north-south, Manadon Interchange is also critical to the success of the three major growth areas in the city – at:  

  • Derriford/Northern Corridor 
  • City Centre/Waterfront  
  • Eastern Corridor 

The junction particularly provides a major constraint to growth in the Derriford and Northern Corridor Growth Area (over 4,000 new homes planned) and the City Centre and Waterfront Growth Area (with a projected increase of 82,445m2 of employment space). 

Scheme Development

The A38 Manadon Interchange Strategic Outline Business Case (SOBC) was submitted to Peninsula Transport Sub-National Transport Body in July 2019 and sent to the Department for Transport (DfT) for review. In September 2019 the DfT announced that the Manadon bid was successful for funding to develop the Outline Business Case (OBC). 

Keep Manadon Moving engagement period

To help us gain a deeper understanding of the aspirations of road-users, residents, businesses, visitors and other stakeholders regarding Manadon Roundabout, we are working with an external engagement company – ECF. 

From Wednesday 14 May there will be a six week series of engagement activities – including events and a survey. Your feedback will help to ensure a scheme is delivered that meets the long terms needs of people who travel through it and live and work around it.

Previous consultation

A consultation was carried out between 16 November 2020 and 4 January 2021. Over 8000 letters were sent directly to householders to invite them to take part, major stakeholders were also contacted, a press release was issued and information posted on all our social media platforms in order to maximise the amount of responses. Due to the pandemic Plymouth City Council were unfortunately unable to hold face to face events and the consultation was hosted online.
