Parking and bus lane fines

If you receive a parking or bus lane fine, also known as a Penalty Charge Notice (PCN), don't ignore, it could cost you more. If you have 3 or more unpaid or unchallenged PCNs we can remove your vehicle


Get a 50% discount if you pay within the timeframe shown on your PCN. The cost of PCNs is set by the Department for Transport. We are unable to accept payment in instalments. 


It is a legal requirement that all challenges be in writing, so we have: 

  • an audit trail of all correspondence 
  • the reasons behind any decisions made 

You cannot challenge a parking fine over the phone, in person or via social media. 

Your PCN will be placed on hold and the current outstanding amount will be frozen until we respond to you. 

You can only appeal one PCN at a time. If you want to appeal more than one PCN you'll need to complete a separate form for each one. 

You should receive our decision typically within 21 days of us receiving your challenge. We normally send replies to appeals by email (if provided). Check both your email inbox and junk folders if you are waiting for a decision from us.

You'll need: 

  • the PCN number (beginning PL)  
  • the vehicle registration number.  

If you've lost your PCN call 01752 546220 (option 2) Monday to Friday 8.30am to 5pm with your vehicle registration number and we'll give you the PCN number.
