You can apply for a health and home care permit if all of the following apply to you:
- work as a healthcare professional
- travel regularly to visit clients
- deliver NHS/Plymouth City Council funded essential health care and support services
- provide services to a residential property in a controlled parking zone

Health and home care permits are virtual so there is nothing to display. Officers have handhelds to check a vehicle has a valid permit.
Change of vehicle registration
If you change your vehicle registration, you must update your permit . You'll need your permit number and PIN.

Cancel a permit

Terms and conditions
- The permit holder must be a healthcare professional who regularly requires the use of a vehicle throughout the day to visit clients to deliver NHS or Plymouth City Council funded essential health care and support services to persons at residential properties within a controlled parking zone.
- The permit must not be used to commute to a place of work or for personal use, it is intended for visits to clients at their home address. If you work in a care home, supported living house, sheltered housing or nursing home, you cannot use this permit to park nearby whilst on duty even if you sometimes work in other houses on different days of the week.
- The health and home care (short stay) permit allows a maximum of 2 hours parking in resident parking bays and shared use bays (bays that can be used by a permit holder and a pay and display ticket holder), with no return in 2 hours to the same zone.
- The health and home care (long stay) permit allows unlimited parking in resident parking bays and shared use bays (bays that can be used by a permit holder and a pay and display ticket holder) anywhere in the city, unless the business address is in a permit parking zone, in which case the permit allows you to park for up to 5 hours (with no return in 2 hours) within that zone and unlimited parking elsewhere.
- The permit holder must be the registered keeper of the vehicle or hold a valid motor insurance certificate covering the driver.
- The vehicle must always be roadworthy with valid road tax, insurance, and MOT
- The vehicle's gross weight must not exceed 3500 kilograms and must not draw a trailer or caravan
- It is the permit holder’s responsibility to ensure their vehicle is always legally parked. Vehicles must be parked within the bay markings.
- Plymouth City Council may ask that you produce documentary evidence to demonstrate eligibility.
- Permits remain the property of Plymouth City Council at all times, are non-transferable, not refundable, and not for resale.
- The use of permits are regularly monitored to ensure parking reflects compliance with the terms and conditions.
- Plymouth City Council will process all information in accordance with the requirements of the Data Protection Act 2018 and the EU General Data Protection Regulation. The authority will use any data collected for the purpose of processing and validating the relevant permit and other associated purposes. We are required by law to protect the public funds we administer. We may share/check this information with other bodies responsible for auditing or administering public funds, to prevent and detect fraud. These bodies include other council departments, other public authorities, and other enforcement agencies.
