April - June 2019

  • April PSAB meeting:

-Begins the new approach to an assurance cycle. Meetings rearranged to include regular slots for frontline professionals to provide insight into practice and challenges for members

-Agreement for the Executive Group to be the forum to discuss and agree SAB business.

-Strategic theme - Partnership; agency contributions to the themed discussion including links to their agency’s strategic priorities, how the theme links to their core business/professional perspective, and examples of practice or system issues

  • Development sub group proposes new template for Safeguarding Adult Reviews (SARs)
  • The Creative Solutions Forum is acknowledged nationally as a model of good practice, and was linked via RiPfA to a piece of work being carried out on safeguarding & homelessness by Dr Adi Cooper OBE and Professor Michael Preston-Shoot, both nationally recognised advisors and authors in adult safeguarding.
  • South West SAB Business Managers network established, with a view to provide opportunities for business managers of SABs in the SW region to meet, network, and share and discuss information and/or challenges in the role.  
  • Multi-agency review of police vulnerability notification tool

July - Sept 2019

  • July PSAB meeting’s strategic theme was Engagement - themed discussion led by Healthwatch Plymouth, providing an update on an engagement project and facilitating a discussion in which partners can evidence their contribution to the strategic priorities and identify areas for improvement.
  • PSAB submitted evidence influencing the regional approach to SAR’s – using experiences locally to inform national research. The
  • Partnership & Engagement sub group membership has been extended to include community partners, and work began to review the training competency framework.
  • The Local Authority operational safeguarding team launch a dedicated Adult Safeguarding Advice Line for professionals, to support decision making in safeguarding referrals and/or advise and signpost as appropriate.
  • Plymouth led the initiative to agree a shared SAR referral form for the SABs covered by Devon & Cornwall Police to aid consistency and streamline the referral processes.
  • Regional SAR champions agreed and input provided to the SAR Quality Markers work.

Oct - Dec 2019

  • October PSAB meeting:

-Themed discussion based on the strategic priority of Learning, including discussions on how to ensure training means learning and changes to practice.

-Strengthened links and wider awareness of the city-wide Trauma In formed approach

-Confirmation that Making Safeguarding Personal is embedded within partner agencies’ practice

-PSAB assurance cycle reviewed and approved.

  • Following successful mandatory safeguarding training for licensed taxi drivers, one was able to spot a safeguarding matter for a customer leading to a police investigation. 
  • Launch of the PSAB Twitter account
  • Well received presentations by PCC safeguarding team to care provider forums to reiterate referral routes and criteria.

Jan - March 2020

  • January PSAP meeting

-Themed discussion on the strategic priority of Assurance, including a review of the year’s structure and focus. Agreement on its success and continuation of the more dynamic way of working.

-Agreement to extend the engagement work to link with the city’s Wellbeing Hubs

-Insight gained into safeguarding issues for social housing providers

-Change of name agreed for PSAB. In keeping with the national movement in both adult and children’s safeguarding arrangements, now Plymouth Safeguarding Adults Partnership (PSAP).

  • Current SAR promotes engagement with families to help inform publication of review findings
  • PSAP Development group begins review of SAR process
  • PSAP develops further engagement with Plymouth Trauma Informed Network
