The Plymouth, South Hams and West Devon Local Planning Authorities’5 Year Housing Land Supply Position Statement 2024

The Plymouth, South Hams and West Devon 5 Year Housing Land Supply Position report, published in October 2024, sets out the 5 year housing land supply assessment, for the period 1 April 2024 to 31 March 2029.

The 5 Year Housing Land Supply is measured against the Joint Local Plan Housing Requirement and was consistent with the current National Planning Policy Framework and Planning Practice Guidance in place at the time of publication (the December 2023 NPPF). On 12 December 2024, the Government published the revised NPPF. This has introduced a new standard method for calculating local housing need. The implication of this is that the joint local plan authorities are unable to demonstrate a five-year housing land supply against this new method and as such, the presumption in favour of sustainable development now applies for decision making. The table below sets this out in more detail (replacing table 8 of the 2024 Housing Position Statement) and confirms the Joint Local Plan five-year housing land supply as 2.53 years. The Government also published the 2023 Housing Delivery Test results alongside the NPPF, however it is worth noting this is for the 2023 monitoring point. The published result is 113% with policy consequences and a 5 % buffer applied to the five-year housing land supply. The published Position Statement has not been amended to reflect the changes but this will be addressed in the next Housing Position Statement to be published later in 2025.
