Energy Company Obligation (ECO)

What is ECO?

ECO is a grant funded scheme available for eligible homeowners to install property improvements to a home’s insulation and heating, as required, to increase overall energy efficiency.

The government grant is designed to improve the thermal comfort of an eligible homeowner’s property by installing insulation such as:

  • Loft Insulation
  • Cavity Wall Insulation
  • External Wall Insulation
  • Upgrade or replace inefficient main heating sources with low carbon, energy efficient alternatives

Enabling the homes ability to retain much more warmth when heated, whilst at the same time reducing the amount of fuel, or power, needed to make the home reach a comfortable temperature.

What is ECO 4?

ECO 4 is the 4th edition of this scheme, which is available to support homes over the 4 year period from 1 April 2022 until 31 March 2026.

The Grant

This Government scheme is overseen by OFGEM, and paid for by Energy Supply Companies, through their Energy Company Obligation (ECO) to tackle fuel poverty and carbon emissions within UK households.

Eligibility

Following government guidance, our Statement of Intent focuses on supporting:

Low Income Households

where the gross annual income is less than £31,000.00 and the homes Energy Performance Certificate (EPC) rating is Band D or lower (E, F, G)

Vulnerable Residents

Households that have been identified & referred by their doctor or GP as low-income and vulnerable, with an occupant whose health conditions may be impacted further by living in a cold home. These health conditions may be, but are not limited to:

  • A cardiovascular condition
  • A respiratory disease
  • Immunosuppressed
  • Limited mobility

Statement of Intent

Plymouth City Councils Statement of Intent sets out the eligibility criteria of an eligible household.

Each household will need to provide evidence of the eligibility criteria they will apply for this grant through.
