City Change Fund

As a result of restrictions on local councils before a local or national election, the City Change Fund will be suspended during a pre-defined ‘pre-election’ or ‘purdah’ period. Because of this the Council will not be able to make a pledge on any projects whose crowdfund start or target date falls within this purdah period and applications will be suspended from the Wednesday 20 March 2024 to the Thursday 2 May 2024.

If at that point there is sufficient funds the Council will reopen the City Change Fund for applications on the Friday 3 May 2024. If there is not sufficient funds the fund will remain closed. If you wish to find out the latest status of the fund please e-mail citychangefund@plymouth.gov.uk.

What is the City Change Fund?

The City Change Fund is about supporting local projects for local people. It's a pioneering project in which the Council has chosen to distribute some of the city's Community Infrastructure Levy money to support local projects through a partnership with Crowdfunder.

We've chosen to use the Crowdfunder website to pledge up to 50 per cent of the project's initial target (up to a maximum of £30,000), if they meet the fund's criteria and priorities.

In its first five years, Plymouth City Council pledged £475,010 to 93 projects through Crowdfund Plymouth. For every £1 spent by the city, residents have donated more than double for an additional £1million in support for communities.

Current funding status

Money for the City Change Fund comes from development in the city. Because of this, when development slows, the amount of funds in the City Change Fund pot may be reduced and the Council may need to pause the fund in order to allow time for the pot to replenish.

How do I access the City Change Fund?

You will need to set up a project on the Crowdfund Plymouth website and meet the criteria and the terms and conditions for the fund. Once you have set up your project, you will be prompted by Crowdfunder UK to apply. If you meet the criteria, we will begin our consultation process and if your project is deemed suitable a pledge will appear from Plymouth City Council.

We expect each project to make some kind of contribution to tackling the climate emergency or the cost of living crisis and we only pledge on projects that are on the 'All or Nothing' funding model and only once they have hit 25 per cent of their target.

We also recommend you run your project for at least four weeks to allow us enough time to assess your project.
