Area Action Plans (AAPs) are planning policy documents which deliver significant changes in key growth areas and which conserve the city's historic assets. This is done by setting a planning framework made up of objectives, policies and proposals for each area.

They are central to the delivery of Plymouth's Local Development Framework. The Core Strategy was adopted 23 April 2007 and sets out the policies and proposals that direct development in the city's waterfront regeneration areas as well as in the major Core Strategy opportunity sites located along Plymouth's Eastern and Northern Corridors.
