Our vision for Sutton Harbour is to consolidate and develop the Sutton Harbour area as an attractive and sustainable mixed use city quarter, creating a unique, high quality environment that will attract investment and new residents.

This Area Action Plan sets out land use policies and proposals to balance the need for economic investment and tourism with protecting the historic environment and meeting the needs of the local community.

Inspector's report

Submitted

As part of Plymouth's Local Development Framework (LDF) we submitted the Sutton Harbour Area Action Plan to the Secretary of State on 18 October 2007.

There was then a six week period for people to make comments about the plan to the independent Planning Inspector. Four alternative site allocation proposals were suggested during this consultation period. Under Regulation 29 there was then a second round of consultation (from 16 January 2008 until 27 February 2008) to enable people to put comments on these alternative site allocation proposals to the Planning Inspector for consideration.

The public examination

An independent Planning Inspector was appointed by the Secretary of State to examine the soundness of the Sutton Harbour Area Action Plan.

The programme of issues that were discussed during the public examination can be downloaded from the examination process below. Those appearing at the examination were given the opportunity to submit further statements and these can be downloaded from the Council Statements and Participant Statements below.

The examination has now formally closed and the Inspector's report has been received and can be viewed on the adoption page. It states that the Sutton Harbour Area Action Plan has been found to be sound.

The Inspector's report and Area Action Plan was considered by the Cabinet on 15 July 2008 and was adopted by the City Council on 28 July 2008.

Preferred options

The Sutton Harbour Area Action Plan preferred options has been produced as part of the second stage of preparing Plymouth's Local Development Framework (LDF). It builds on the earlier issues and options consultation stage (Spring 2005).

The preferred options report sets out for consultation the proposed policy directions, and highlights alternatives where appropriate. The report will be a material consideration in the development control process.

Where there is a conflict between the preferred policy direction set out in this report and the provisions of Plymouth's First Deposit Local Plan, this report will take precedence.

There is also a sustainability appraisal which accompanies this document.
